Geshe Yeshe Thabkhe talked about all the 3 Turnings of the Wheel of Dharma: the First Turning of the Wheel, the Four Noble Truths, holds that phenomena do have some inherent existence, whereas the Second Turning of the Wheel holds that all phenomena lack any inherent existence. Buddha taught different aspects and levels of wisdom to various audiences depending on their interest and capacity. The Third Turning of the Wheel of Dharma is according to the Yogachara School of Philosophy, in which the mind itself is inherently existing.
