Loyalty to citizens and country is important. Also lamas are loyal to their students, even if these make mistakes or have faults. Students are loyal to their masters, which is the root of all spiritual development. Loyalty brings tolerance, however, it is not good to be loyal to people who are corrupt or cruel.
